Except Tibetan exiles (whose only intention could be causing troubles in Tibet) and blacklisted terrorists, China should grant visa to many westerners to change their mind by their own tour.

BTW, a Tibetan Traveling Brochure should be given to all these westerners. Besides transportation and culture guides, the brochure must point out that the Lama Buddism Temples belonging to the DALAI SYSTEM are potential troublemakers. They don't work and are currently supported by government fundings. Before 1959, they never worked and Tibetan serfs served as slaves to feed them. This type of caesaropapism life will not come back again.
