That is why Chinese people always consider Deng as a economic planning leader, consider Chow as a international diplomacy expert and consider Mao as a ironhanded leader.

1949~1953: It was the time of baby boom. Since the civil war had ended, and the grave problems of public hygiene had been solved step by step, the death rate reduced substantially. The population growth had grown to 23‰(1953) from 16‰(1949). New growth: 60 million.
1953~1961: There was first a discussion on the birth control plan. The expert Ma Yinchu brought up this plan---but Mao didn't like him or his plan. So you see, indeed Mao killed many people during those 10 years, but he killed them by ignoring the birth control plan and supporting many crazy plans considering China as a country that would never get hungry. He is not an economic planning leader, and when it comes to the economy, he may be a green hand.
And pay attention please, there was even no birth control plan put into practice during your "1954 to 1964".
1962~1970: Birth control plan began to be put into practice but was interrupted by the political disaster Cultural Revolution caused by Mao. And it still hadn't been put into practice in the countryside. I don't know how many western people know about the situation in Chinese countryside in before 1980: sexism killed many girls. Many of them were drowned to death when they were born because their parents only wanted a boy. Sexism was an old problem in the countryside of China since hundreds of years ago. If the parents didn't have the heart to kill their baby, they just tried to give birth to one more baby to get a chance to have a son. What if the second baby was still a girl? ----Try again. Again, again and again.
That was the root cause of the population issue of China. Since that political disaster made the plan pause, the growth rate had been up to 33.43‰ during those 8 years.
1971~1978: Chow always acted as a savior during those years. He protected many dissenting people and scholars persecuted by Gang-of-Four. And he also supported many rational plans to save the country including the birth control plan. In 1978, the growth rate reduced to 18.25‰. This plan was very effective in the countryside. Many couples in the countryside began to accept their newborn daughters. And since parents who downed babies to death will be punished more and more heavily, this kind of crime had been kept in limits. (And to be honest, there still are some backward villages in the countryside in which people give birth to more and more babies just for a son. What if there could be some international help to solve this problem for ever?)
1979~1990: China began to open her door to the world. This time, not by enemies' guns and cannons but for a better future of this country. There were no political obstacles since Cultural Revolution had been stopped in 1976. Growth rate: 14.6‰.
Oh, I nearly forget the plan for the minority ethnics. many of the minority ethnics families consist of 2~4 children, an old grandpa, an old grandma and the parents per family. Don't ask me why, just think about it. To avoid a end of doom of these ethnics and their cultures, the birth control plan seems to be very different for them and for Han people. Some Han people live among them even feel like second-rate citizens.
