tibetan.chinabrocast.cn has been blocked outside China?

Internet blocking is not only happening in China. Below is the internet user  ctenbp  found out that in Franc China international broadcast company website Tibetan related pages for a month still can not be used. So he sent a thread in Anti-cnn, ask other Chinese does it work, the answers from Britain, Australia, Canada, France, Italy said 'can not open', the answers from China said 'can open'. They have photo copy the pages as proofs for the working and un-working pages. 这两个网页在中国大陆可以访问,但是在法国访问不了。这种状况已经至少两个月了。
不知道其他地区情况怎么样。如果境外都访问不了的话,还不如改名叫中国国内广播电台。
很想知道到底是什么人出于什么目的封锁了网站。

Is free speech protect by law? Or people just think so??

We should try it in the third world and in Hong Kong, Macau and Taiwan.
Maybe there's something wrong with the domestic server.
CCTV can broadcast normally in those countries.
They needn't block a website in Tibeten, a language known by few in  the west.

There is no doubt that  free speech and free press are protected by law in the west.

I've tried three poxy servers in Hong Kong, Saudi Arabia and Bahrain.
None of them can open this website.

The probability of Internet blocking is very low.

There are many exile Tibetans live in many other countries, it is possible someone want them out of touch of the present China and the real situation in Tibet. And  original poster ctenbp  said that, these links are just stop working recent month. 'Free Tee Begs' want to keep the sharp spirit for the Olympic games, is possible the link would once again working after Olympic games.

Maybe the website can only be opened when you have a GFW like in China :lol

I know the UK and France have a Chinese like firewall but I didn't expect my country would not allow it.

Is there no other explanation to it? I know little about computer science but maybe it has something to do with encrypting?

I am in the U.S. and I am able to open Tibet-related articles on the English-language version of China Broadcast.
