@samtomTo be exact , the problem is not with "ethnic groups". It is about some of DL's own people being persecyted for worshiping an ancient Deity,. which DL orderred to be banned, claiming it will endanger his life and the future of the his "Government in exile". It is about religious freedom within the Tibetan Buddhism (in fact it is the Galu Pa of Tibetan Buddhism), under the leadership of DL.
