Where come the fund for its government in exile

I wonder where the money come to run the government in exile.
From the data comparing existing and before liberation: people average life now 65 and 35 before liberation; population now more than 2 millions compareing 1 million for long period before lib. and GDP is 10 times more than lib. The Tibetian are using their own language in schools.
I wonder what the western expecting for?
